□ 경제 일반동향
○ 폴란드는 지난 수년간 유럽 내 국가 중에서 비교적 양호한 경제성장이 이루어진 국가이며, 2008년 하반기부터 글로벌 경제위기가 있었던 후에도 1~3%의 성장을 기록함.
- 글로벌 경제위기 이전 2006~2008년 사이 연평균 성장률 5~6%
○ 2011년 GDP 약 5,144억 달러로 전년 대비 4.3%의 경제성장을 이루었음. 2012년에는 3~4%의 경제성장을 예상함.
○ 1인당 GDP은 2011년 기준 약 2만 달러임.

□ 자동차부품 시장동향
○ 폴란드는 EU 국가들 중 자동차 및 자동차부품 생산관련 중요한 위치를 차지함.
○ 자동차부품 및 부속품의 수요면에서 OEM을 많이 생산하고 있음. 자동차 산업분야는 외국인 직접투자가 매우 많은 비율을 차지하며 생산의 80% 이상을 수출함.
○ 시장규모 면에서 폴란드는 유럽에서 7번째로 가장 큰 시장으로 유럽 전체시장의 4%를 차지함. 자동차부품 시장은 2006년에서 2010년까지 연평균 10%의 성장을 기록했음.
- 글로벌 경제위기 전 2006~2010년 사이에는 연평균 24%였으며, 2008년 글로벌 경제위기 이후 2009년에는 2008년 대비 29% 감소하였고, 2010년에는 전년 대비 10% 성장을 회복함.
○ 자동차 부품 및 부속품 시장의 주 시장은 OEM 시장(순정품 제조사 시장)이 가장 크며, 그 다음은 Aftermarket임.
○ 폴란드 자동차부품 디스트리뷰터/제조사 조합(SDCM:Stowarzyszenie Dystrybutorów i Producentów Części Motoryzacyjnych)의 보고에 따르면 2012년 폴란드 자동차 부품 시장은 비교적 어려운 시기를 겪었음. 2011년 폴란드 자동차 부품 시장은 약 135억 즈워티였으며, 2012년에는 약 1~2%의 적은 성장에 그칠 것으로 전망
○ 동 조합에 따르면, 폴란드 내 자동차 평균 연수는 약 11년으로, 자동차부품 애프터마켓 시장은 아직 성장 기대치가 큰 것으로 내다봄.
□ 자동차부품 주요 유통업체
○ 폴란드 애프터마켓 자동차부품 주요 유통업체는 Inter Cars S.A., FOTA S.A., Moto Profile, Inter Team, AD Polska 등임.
○ Inter Cars S.A.가 가장 큰 수입·유통업체이며 폴란드 내 시장점유율 20% 이상을 차지함.

□ Catalytic Convertor 및 DPF 수요동향
○ EU는 환경보호를 위해 지구온난화의 주범인 이산화탄소 방출을 규제하고 있는 가운데, 모든 자동차에Catalysts를 설치하도록 의무화하였으며 일정기간 후 교체의무에 대해 규정함.
○ 폴란드에서는 5년 이상된 자동차(폴란드 자동차의 80%)에 대해 1년에 한 번씩 점검을 받도록 규정되어 있음.
○ Catalytic Convertor는 1차적으로 OEM 제조를 하여 자동차 생산업체에 납품 후 조립되며, 폴란드 내 유통이 되는 대부분의 브랜드들이 유럽 내 자동차 생산업체와 계약관계로 납품되고 있음.
○ 일반적으로 동 OEM 제조사의 제품들이 에프터마켓에도 유통되고 있음.
○ 에프터마켓에서는 일반적으로 자동차 정비소에서 고객에게 직접 설치를 해주면서 판매를 하고 있음.
○ 자동차 정비업체에서는 Catalytic Convertor의 전체를 교체해 주거나, 내부 세라믹필터를 제거 및 교체해 줌.
○ 자동차의 종류, 제조사, 모델, 자동차 운행의 특성(예. 장거리운행을 많이 하는가 단거리운행을 많이 하는가), 교통사고 등에 따라 Catalytic Convertor는 천차만별의 교체주기를 가지고 있어 Case by case로 교체되고 있음.
○ European emission standards EURO 6와 EURO VI의 규정이 2014년 시행될 예정으로 새로운 유럽기술 기준에 맞춘 제품의 수요가 증가할 전망
2. 수입동향 및 수입관세율
□ 수입동향
○ HS Code 870899의 폴란드 수입규모는 2011년 약 12억 2,921만 달러로, 2010년 대비 10.35% 증가했으나 2012년 상반기는 6억 127만 달러로 전년동기 대비 8.31% 감소함.
○ 2012년 상반기 수입규모 감소는 유럽 전체적인 경기침체의 영향으로 분석됨.
○ 주요 수입 대상국은 2012년 상반기 기준 독일(51.44%), 이탈리아(14.35%), 체코(7.4%), 스페인(4.18%), 스웨덴(3.59%) 순이며, 상위 4개 주요 수입대상국에서 75%이상의 수입률을 차지함.
○ 동 품목은 전체 수입의 95% 이상이 유럽 내에서의 수입으로 조사됨.
○ 동 품목 대 한국수입은 2011년 685만 달러로 주요 수입대상국 15위였으나 전체 수입의 0.56%로 미약한 편임.
- 2012년 상반기 대 한국수입은 155만 달러로 전년동기 대비 56.73% 감소했으며, 21위로 떨어짐.

3. 경쟁동향
□ 시장경쟁 동향
○ 폴란드 내에는 Exhaust System 제조사로서 Atex sp.zo.o, Cornaglia Poland sp.zo.o, ASMET sp.zo.o, Ferroz, Polmostrow sp.zo.o 등의 업체들이 있음.
○ Catalytic Convertor의 제조사로서는 AWG Polonez, PPH JMJ, Polmo사가 있음.
○ 폴란드 Catalytic Convertor 시장의 특이점으로, 사용한 제품을 수거 혹은 구매하여 재생(Recycling, Regeneration) 작업을 통해 중고품으로 재판매하는 형식의 시장이 발달하였음.
○ DPF를 제조하는 폴란드 업체는 로컬업체로서는 AWG Polonez사에서 유일하게 생산하는 것으로 파악이 되었음. AWG Polonez사의 사업영역은 DPF, Catalytic Convertor를 모두 제조하는 것 외에, 중고 Catalytic convertor를 재생하여 재판매하기도 함.
○ 대부분 DPF 제조사는 서유럽 및 글로벌 기업이 시장을 장악했으며, Catalytic Convertor 역시 외국브랜드가 시장을 장악한 것으로 조사됨.
○ DPF 제조사로서 주요 업체는 독일의 CDC(CleanDieselCeramics), BORGES Seelze, MANN+HUMMEL Group, 스웨덴의 Engine Control Systems Europe AB 등이 있음.
○ 주요 Catalytic Convertor 제조사는 Bosal Polska sp.zo.o, AS, S.L., QUINTON HAZELL/ KLARIUS, WALKER Exhaust system, MTS SpA, IMASAF, Twintec AG, JP Group a/s, Dinex 등이 있으며, 이중 대부분은 시스템 전체 혹은 일부분를 제조 판매하고 있음.
- 자체 R&D를 가지고 있는 글로벌 기업의 경우 대부분 DPF, 세라믹 필터 등 내부 부분품부터 전체 케이스까지 모두 세트로 제조를 하고 있으며, 규모가 작은 업체의 경우 필터를 구매하여 조립만 하기도 함.
○ 글로벌 화학업체 BASF사는 2014년 9월부터 European emission standards EURO 6와 EURO VI이 시행됨으로 인한 향후 수요급증을 대비해, 현재 독일에 있는 공장 외에 폴란드 실레지아 지방에 약 1억 5천만 유로(EUR), 부지 40,000㎡ 규모의 Catalytic Convertor 생산라인을 투자·건립할 계획중
- 동 생산공장은 2014년부터 우선적으로 가동을 시작할 예정이며, 2016년까지 건설을 완성할 계획
- 동 생산공장은 최신 기술력 생산라인을 갖추어 Premair라는 브랜드로 SCR(Selective Catalytic Reduction), DPF 등을 생산할 예정

○ 애프터마켓으로 배기시스템 혹은 Catalytic convertor를 수리, 청소, 교체해주는 서비스업체에서 일반 소비자에게 정비서비스와 함께 판매되고 있음.
