1. Market overview

 

 ○ Unfortunately, we were not able to join the National Association for the poultry industry(ANFA). However, we consulted many newspaper articles dealing with the poultry sector.

 

 ○ Multiple individual poultry farms are stopped then NAFA feared the total disappearance of the sector and that , because 90% of poultry inputs (animal feed , biological material , veterinary products, equipment) from abroad , causing higher production costs which affects the price of chicken . Algeria imports annually 3 million breeding chicks, 15% of male chicks and imported chicken will be sold at much lower prices and compete with the local chicken.

 

 ○ The breeding model adopted is one that dominates the world, namely intensive poultry model based on the use of technology and industrial poultry imported inputs. This policy was based on the core business (production of veterinary products and additives). He also said that Algeria does not have an industry of poultry equipment, where dependence to external markets.

 

 ○ The state is called again to put their hands in their pockets to keep the poultry sector. The prices of corn and soybeans being flown, the poultry require the continued support of last year through the abolition of VAT on these two raw materials that constitute the poultry feed. The production of white meat has indeed increased by 33% in 2013 compared to the previous year. This measure was introduced from 1 August 2012 for a period of one year, and after soaring prices for corn and soybeans in the international market, threatening the Algerian poultry industry of a collapse. The extension of the zero-rating of these two materials make up 80% of the poultry food will be included in the Supplementary Budget Law for 2013. The Minister of Agriculture and Rural Development Rachid Benaissa had conditioned the renewal of this measure by keeping prices down and the effort required to make the inter restructuring and sustainability of the sector poultry .

 

 

2. The government tender process

 

   There are some tenders which have been published these last weeks:

 

□ Poultry group Orac Spa Center

 

 ○ Tender Open for National and International No. 10/GAC/2013

 

 ○ Level Updates And Upgrades And Equipments Production Unit 02 Poultry Slaughter As Follows:

  - Taboukert, Wilaya Tizi-De Ouzou.

  - Bouira, Wilaya Of Bouira.

 

 ○ Bidders may withdraw the specification from:

  - Group Poultry Centre

  - Division of Finance and Accounting

  - Procurement Office

  - Bouzad-Ali district (ex-Calming)

  - Route dunes Chéraga, Algiers.

  - They need to payof a sum of [10,000 Dzd], the deadline for submission of tenders is 10-09-201, bid validity of 120 days from the date of submission of tenders. The withdrawal of the specifications is made on a valid ID, a copy of the extract from the register of commerce and a proxy when it comes to a representative.

 

 ○ The bid opening will be public and will take place on the day corresponding to the deadline for submission of bids at 10am.

 

□ Poultry Group West/ Oravio Spa:

 

 ○ Extension national and international restricted tender No. 01/GAO/2013

 

 ○ Supply, installation and implementation of the following equipment including spare parts:

  - Lot 01: poultry slaughter house in Zehana (wilaya of Mascara) unit.

  - Lot 02: poultry processing in Hassi Bounif (Oran) unit.

  - Lot 03: poultry slaughter house in Boukrit (Mostaganem wilaya) unit.

  - Lot 04: poultry slaughter house Sidi Brahim (wilaya of Sidi Bel Abbes) unit.

  - Lot 05: poultry slaughter house in Ain El Kihel (wilaya of Ain Temouchent) unit.

 

 ○ Bidders may withdraw the specification from:

  - Poultry Group West

  - Division of consolidation and analysis

  - Wilaya de Mostaganem.

  - They need to pay a sum of [10,000 Dzd], the deadline for submission of tenders is 22-09-2013, the validity of tenders is 90 days from the date of submission of tenders

  - The deadline for submission of tenders is 2pm.

 

 ○ Bid opening will be held on Monday, the day after the deadline for submission of bids at 09.30 am and bidders are invited to attend.

  - Lot 06: level indicators with interpretation of volume and weight storage silos commodity system.

 ○ Bidders may withdraw the specification from:

  - Neighborhood Bouzad Ali (ex-Calment)

  - Road Dunes-Chéraga-Algiers.

  - They need to pay a sum of [5000 Dzd]

  - The deadline for submission of tenders is 10-09-2013, the validity of tenders is 90 days from the date of submission of tenders

  - Withdrawal of specifications is against payment of the sum of 5000 Dzd with the Division of Finance and Accounting Group Poultry Centre upon presentation of a valid ID, a certified copy trade register or a proxy when it's a representative.

 

 ○ The opening of bids will take place on the day of the deadline for submission of bids at 10am. Bidders are invited to attend.
