MOBIL 나이지리아, Drilling Bits 입찰자격 사전심사 실시

 Ο 세계적인 석유 메이저 MOBIL의 나이지리아 현지 법인인 Mobil Producing Nigeria Unlimited(MPN)가 최근, 2008년부터 2010년까지 2년 동안 Drilling Bits 장비, 인력 및 서비스를 공급할 수 있는 기업들을 입찰자격 사전 심사에 초청한다고 발표했음.

 

 Ο 입찰자격 사전 심사에 참가할 수 있는 기업들은 나이지리아 기업이거나 또는 나이지리아 기업과 제휴 관계를 갖고 있어야 하며, 나이지리아 석유 자원국(Nigerian Department of Petroleum Resources)에 등록된 기업으로, Mobil 나이지리아에도 벤더 등록이 되어 있어야 함.   

 

 Ο 이와 같이, 우리나라 기업들이 독자적으로 MOBIL 나이지리아의 입찰자격 사전 심사에 참가하는 것이 사실상 불가능한 실정임을 감안, KOTRA 라고스 무역관은 나이지리아의 대기업 그룹이자 우리나라 제품의 유력 바이어인 J. K. Peez Impex Nigeria Limited 사를 접촉해 우리나라 기업들과 공동으로 입찰자격 사전 심사에 참가하는 방안에 대해 협의한 바, J. K. Peez Impex 사로부터 긍정적인 관심을 이끌어 내는데 성공했음.

 

 Ο J. K. Peez Impex 사는 현재까지 Drilling Bits를 취급해 본 경험은 없으나, MOBIL 및  Shell 등과 같은 세계적인 석유 메이저들에게 나이지리아 내의 석유가스 관련 장비 및 서비스 등을 공급해 온 기업으로, 이번 입찰자격 사전심사 참가에 필요한 모든 조건을 구비하고 있음.

 

 Ο 한편, 이번 입찰자격 사전심사 참가신청 마감일이 2007.2.12(월) 오후 3시(나이지리아 시간 기준)로 매우 촉박한 점을 감안할 때, 관심 있는 우리나라 기업들은 하루라도 빨리 J. K. Peez Impex 사를 서둘러 접촉해야 할 것으로 판단됨.

 

 

□ Drilling Bits 입찰자격 사전심사 주요 내용

 

 1. 명칭 : Invitation for pre-qualification of contractors for the provision of drilling bits supply services

 

 2. 개요

 

  ㅇ Mobil Producing Nigeria Unlimited (MPN), Operator of NNPC/MPN Joint venture, requires the services of competent and qualified companies to provide Equipment, Personnel and Services in respect of its 2008/2010 Development Drilling Program.

 

  ㅇYou are advised to apply for pre-qualification as a first step in the procurement process for the provision of Drilling Bits Supply Services.

 

 3. 내     용

 

  ㅇ Companies shall provide all personnel, services and equipment associated with Drilling Bits Supply Services.  The Scope of work includes stocking and supply of roller cone rock and fixed cutter PDC with associated accessories in various sizes ranging from 26 inches through 4 3/4  inches.  Companies shall have the ability to review data and design bits as well as perform studies to recommend bits. For pre-qualification consideration, company application for this service must include the following technical information and general information specified in the pre-qualification section, below ;

 

  ㅇ Company shall provide evidence of Scope of Work capabilities listed above or evidence of an existing contract with a sub contractor capable of providing the scope of work capabilities. In the event of an existing sub contract, evidence must be provided of sub contractors scope of work capabilities.

  

  ㅇ Develop and provide a comprehensive detailed list of companies recommended equipment scope of supply, including details of Drilling Bits and support equipment with specification that meet or exceed those listed.  Company must demonstrate equipment and personnel to provide a drilling bits services to cover between four to six MODU’S.  MPN reserves the right to award contracts to more than one successful bidder.

 

  ㅇ Provide evidence of offshore, in‐country and specialised Drilling Bits accessories parts stock.

 

  ㅇ Documentation of licenses and certifications held by companies manufacturing, maintenance, repair and testing facilities.

 

 4. 사전 심사

 

  ㅇIn order to be considered for pre-qualification, any interested company must be either a Nigerian company or have an affiliate relationship with a Nigerian company.  They should submit a letter of intent accompanied by the following ;

 

  ㅇ Details of Nigerian content plan. Company shall indicate how it intends to achieve the required Nigerian content position and include evidence of indigenous staff involvement in previous jobs performed in Nigeria.  According to the Nigerian Federal Directives on Nigerian Content Development (“Directives”), all contractors must comply fully with the Directives and meet the targets of 45% value by year 2006 and 70% value by year 2010 in all contracts so as to encourage local entrepreneurs and the optimisation of Nigerian content.

 

  ㅇ If a company or company’s affiliate does not own the equipment submitted for consideration, company shall provide documentation of existing contractual or binding relationship between company and the equipment owner which grants company the right to offer the specific equipment for this or other similar projects offshore Nigeria.      

 

  ㅇ Evidence of training and certification associated with shore based and vessel of rig based personnel.

 

  ㅇ Description and specification of equipment and facilities currently owned by the company including Warehouses, maintenance facilities, spares, etc.

 

  ㅇ Documentation demonstration experiences on similar projects including company name, location, water depth and dates of work.

 

  ㅇ Current registration with the Nigerian Department of Petroleum Resources(DPR)

 

  ㅇ Details of company project management practices, including organisational structure indicating key professional staff and their key resumes. With details of any formal technical support with foreign contractors.

 

  ㅇ Company profile including Nigerian shareholding, certificate of Incorporation, company’s financial details, tax clearance certificate and audited accounts for the last 3 years.

 

  ㅇ Details of company’s safety, health and environmental policy and program.

 

  ㅇ Details of quality assurance and quality control program and procedure

 

  ㅇ Details of community relations policy and strategy to assure smooth operations.
